The Procedure of MUN

A quick guide for first-timers to understand the flow of a committee.

Step 1

Roll Call

The committee begins! Delegates answer "Present" or "Present and Voting". This sets the quorum for the session.

Step 2

General Speaker's List (GSL)

The default state of the committee. Delegates give broad speeches outlining their country's stance on the agenda.

Step 3

Moderated Caucus

A structured debate on a specific sub-topic. Delegates speak for a set time (e.g., 60 seconds) when recognized by the chair.

Step 4

Unmoderated Caucus

Informal lobbying time! Delegates leave their seats to form blocs, negotiate, and write working papers together.

Step 5

Draft Resolution & Voting

Blocs present their solutions (Draft Resolutions). After a final debate, the committee votes to pass or fail them.
